Serves as administrator for county timekeeping and payroll software and operations; oversees payroll workflow, development, and process improvement; analyzes reports and data; serves as knowledge expert for timekeeping software and the payroll process. Manages countywide payroll and timekeeping operations by maintaining and establishing procedures while ensuring compliance with appropriate state and federal laws and regulations.
Provides training, support, and guidance to Payroll Coordinator; provides training, support and guidance to department/office payroll contacts; responds, troubleshoots, and resolves escalated and complex payroll and timekeeping system questions, issues, and problems; coordinates with Human Resources & Risk Management staff regarding employee records and recommendations on policy development related to payroll and timekeeping; works with Information Technology and other stakeholders on escalated issues and other projects as needed.
Provides payroll and employee record information to employees and serves as a payroll liaison to Administrative Authorities and office/department payroll contacts; responds to escalated and complex issues about leave, overtime, withholding tax, garnishments, benefits, and retirement deductions.
Maintains, updates, and reconciles tax rates, benefit and retirement adjustments, payroll records, and timekeeping functions.

Bachelor's degree and 3 years of payroll or human resources experience, or an equivalent combination of education and experience. Experience using payroll and timekeeping software to process payroll.
Experience in technical bookkeeping or finance.
$48,027.20 - $72,030.40 per year
