Nixon appoints Galloway Boone County Treasurer

Nicole Galloway was appointed Boone County Treasurer by Governor Jay Nixon on Wednesday, April 13, and will be officially sworn in by the Boone County Clerk and assume her new duties on Friday, April 22. She fills the position created by the death of Treasurer Jan Fugit.

Galloway said that her priorities after being sworn in will be to run an office that is open, accessible and accountable to Boone County taxpayers. She said that she will be focused on ensuring county money is invested safely and securely, that investments have the liquidity necessary to meet the county's cash flow needs and that investments achieve the best return possible.

Galloway is a certified public accountant and was previously a corporate auditor at Shelter Insurance in Columbia. She is currently seeking her certified fraud examiner designation. Prior to joining Shelter, Nicole was an auditor for Brown Smith Wallace, LLC, a public accounting firm in the St. Louis area, where she audited insurance and reinsurance companies throughout the country to ensure compliance with state accounting rules. Nicole also worked as an actuarial analyst with Allstate Insurance in the Chicago area.

Galloway received a Master of Business Administration from the University of Missouri in 2008. In 2004, she graduated from the Missouri University of Science and Technology with degrees in Applied Mathematics and Economics.

Galloway grew up in Fenton, MO. She and her husband, Jon, live in Columbia.

Improvements to St. Charles Road begin Monday, April 25

Improvements to St. Charles Road in Columbia will begin on Monday, April 25, in conjunction with the Battle High School project. Notification/information boards were installed on Thursday, April 14, to notify the traveling public about the closure. Residents living along St. Charles Road affected by the construction will receive a letter shortly with detailed information on the closure.

The section of St. Charles Road affected by these improvements runs from west of N. Frank Stanton Drive to Missouri Route Z, although the improvements themselves will be limited to the boundaries of the Battle High School project. A detour will be set up on Mexico Gravel Road before the closure.

Miller named finalist for ATHENA Leadership Award

Boone County Commissioner Karen Miller has been named as a finalist for the ATHENA Leadership Award by the Women's Network division of the Columbia Chamber of Commerce. The recipient of the award will be announced on April 21 at the 17th Annual ATHENA International Awards Banquet.

ATHENA International Award recipients are chosen for displaying excellence, creativity and initiative in their business or profession, providing valuable service to improve the quality of life in their community and helping women reach their full leadership potential. In addition to Miller, this year's nominees include Lynda Baumgartner of Stephens College and Jolene Schulz of First State Community Bank.

Commission appoints and reappoints County board members

The Boone County Commission this week approved the appointment of new board members and the reappointment of several returning board members for a number of County boards.

MU Veterans Center presents at Boone Brown Bag

Dawn Copeland, Student Services Advisor with the MU Veterans Center, visited Government Center for this week's Boone Brown Bag, part of the County celebration of National County Government Month. Copeland filled in for Director Carol Fleisher, who was originally scheduled to speak.

The University of Missouri Veterans Center works with veterans and service members who are current Mizzou students, faculty and staff as well as those considering a Mizzou education. The Veterans Center certifies students for their VA educational benefits, helps with deployment planning and the subsequent return to work or school, helps with access to health and counseling services and assists with finding employment. By networking with other MU units, the Veterans' Center can be an effective single point of contact for veterans.

Copeland left extra brochures outlining the Veterans Center's services. Anyone interested can pick these brochures in the PIO's office in Government Center Room 337.

Mapping flights complete

The aerial photography conducted for Boone County by the Sanborn Map Company was completed this week. The photography flights began on Wednesday, March 23, and were originally set to be completed the next day, Thursday, March 24. However, inclement weather forced the flights to be rescheduled to this week. The aerial photographs are used to create updated County maps for use by the Assessor's office and other County offices.

Large aerial ground markers were placed at 19 points around Boone County to accurately rectify locations on the ground with the aerial photos. These markers should be picked up within the next two weeks.

Revised parking violation and tow policy issued

The Boone County Parking Committee issued a revised parking violation and tow policy, which takes effect Friday, April 15. The revised policy includes:

  • Employees must notify Facilities Maintenance of all vehicle and license plate changes immediately. Failure to keep their records current may result in their parking privileges being suspended.
  • Employees will be given one grace violation. A second violation will result in the vehicles being towed. Any additional violation(s) will result in their parking privileges being suspended by the county.
  • Violations will be issued for the following:
    • Hang Tags: All vehicles on a county lot must have a hang tag on the rear view mirror or be a county marked vehicle assigned to the lot. Failure to display hang tags is considered a violation of the policy. If employees forget or misplace their hang tags, they cannot park on a county lot until they are replaced. Employees will have to make use of other parking options until their hang tags are displayed on the rear view mirror. No tag, no parking in the county lots.
    • Reserved spaces: Only designated employees or marked county vehicles may use the reserved spaces. Employees who park in reserved spaces that have not been assigned to those employees will be considered in violation of the policy. In addition, employees will be required to move their vehicles immediately.
    • Handicapped spaces: Employees using handicapped spaces must have the proper handicapped tag or license plate issued to that employee by the state displayed. Employees who park in handicapped spaces without the proper credentials will be considered in violation of the policy. In addition, the employees will be required to move their vehicles immediately.
  • When employees are notified of a violation, their administrative authority will also be copied on the violation notification.

The week in preview

Bobbitt and Dykhouse to present at county auditors conference

Melinda Bobbitt, director of the Boone County Purchasing Office, and C.J. Dykhouse, Boone County Legal Counsel, will present at the 2011 Missouri Association of County Auditors Annual Conference, held at the Holiday Inn Executive Center in Columbia.

On Wednesday, April 20, Dykhouse will present an overview of procurement statutes, legal issues to avoid and discuss a reliable decision-making model to deal with gray areas. Following will be Bobbitt's presentation on procurement procedures and issues.

On Thursday, April 21, Dykhouse will present on the statutory rules and responsibilities of a county auditor.

“In my 20-plus years as county auditor, we have never had the number of new county auditors as we do now,” said June Pitchford, Boone County Auditor. “While this presents some challenges in planning a meaningful program, it also provides a unique opportunity to equip and train new officeholders.”

Paulsell of Central Missouri Honor Flight speaks at April 20 Boone Brown Bag

Steve Paulsell, vice president of Central Missouri Honor Flight, will speak at next week's Boone Brown Bag on Wednesday, April 20, at 12 noon in Government Center Room 301.

The mission of Central Missouri Honor Flight is to transport America's veterans to Washington, DC, to visit the memorials dedicated to honor their service and sacrifices.
