The Boone County Children's Services Board (BCCSB) desired some structured settings to receive relevant input regarding children's services from various specific segments of the community, as well as the community at large. The BCCSB contracted with the Institute of Public Policy, Harry S Truman School of Public Affairs, University of Missouri to gather data necessary for the BCCSB's decision making, strengthen the board's ability to monitor the community's needs, as well as assess the progress toward meeting those needs. The following are the deliverables from the Institute of Public Policy to the BCCSB:

Provider Inventory

The BCCSB wishes to learn more about the landscape of services providers in Boone County. This inventory was created as a starting point to learn about the number of service providers, areas of specialization, and agency alignment with the funding statutes.

Synthesis Document

The BCCSB wishes to learn more about the existing reports on Boone County children, youth, and families. Five reports were synthesized for data content and application to the funding strategies. Comparisons were examined among reports to identify linkages and commonalties.

Community Input

The BCCSB seeks targeted information from the perspective of local providers whose services and programming align with Missouri Statutes 67 & 210. Therefore, the Board organized a series of community input sessions.

Community input sessions are organized by the following topics:

As of April 25, BCCSB will have held a total of 8 community input sessions. In total, 87 agencies were invited to offer testimony on the following topics: Shelter & At Risk-Populations, Community-Based Programs & Family-based Intervention Services, Clinical & Mental Health Services, and Primary Prevention. Across these sessions, the Board heard testimony from approximately:

46 representatives from local provider agencies

4 non-conflicted referral agencies (Boone County Schools, Columbia Police Department, Juvenile Office, and Children’s Division)

3 representatives from the Putting Kids First Coalition


Community Input Session #1 on Shelter & At-Risk Populations

This input session brought together local providers of:

  • temporary shelter for abused, neglected, runaway, homeless or emotionally disturbed youth

  • services to unwed mothers and unmarried parent services

  • respite care services

  • home-based family intervention programs

  • community-based family intervention programs

Community Input Session #3 on Clinical & Mental Health Services

This input session brought together local providers of:

  • outpatient chemical dependency and psychiatric treatment programs

  • counseling and related services as a part of transitional living programs

  • crisis intervention services (inclusive of telephone hotlines)

  • professional counseling and therapy services for individuals, groups, or families

  • psychological evaluations

  • mental health screenings
