Vehicle licensing and titling is handled by the Missouri Department of Revenue (DOR). Taxpayers should direct questions regarding licensing and titling to the DOR or to the local motor vehicle branch offices. Visit the DOR's Web site for questions and answers concerning vehicle licensing. The Boone County DMV branch office is located at the following address:

Renew your license plates online at plates.mo.gov.
What do I need to provide to the DOR to license my vehicle in Missouri?
- Proof of ownership such as the title, registration form, renewal slip, or application for title; and
- Proof of insurance on the vehicle being licensed; and
- Valid safety inspection on the vehicle, most new vehicles do not require a safety inspection; and
- Current personal property tax receipt or certificate of non-assessment (tax waiver).
The Boone County Collector's office can provide a duplicate paid personal property tax receipt for a $1.00 charge. Certificates of non-assessment can also be obtained from the collector's office, there is no charge for a non-assessment form.
What if I recently moved to Boone County from another state and have never paid personal property tax in Missouri?
If you have recently moved to Boone County, you will need to visit the Boone County Assessor's office in room 143 of the Roger B. Wilson Boone County Government Center, or by phone at 573-886-4270. Please bring proof of ownership such as the title, registration form, renewal slip, or application for title. Once a personal property tax account has been established, you can obtain a certificate of non-assessment from the collector's office.
What if I recently moved to Boone County from another county in Missouri?
If you have a current paid property tax receipt from your previous county, you will take that receipt along with the other required information to the DMV branch office. However, it is important that you contact the Boone County assessor's office and let them know you are now a residence of Boone County and need to be placed on the tax rolls.
Several counties in Missouri, including Boone County, provide the DOR with paid personal property tax information. The local branch offices should be able to electronically access these personal property records if you do not have a copy of your tax receipt.
If your previous county does not provide paid personal property tax information to the DOR, the Boone County Collector's office can contact your previous county and verify that there are no outstanding personal property taxes in your name. Once proof of taxes have been paid or accounted for, the Boone County collector's office can issue you a certificate of non-assessment which will allow you to license your vehicle.
What if I have never owned a vehicle or have not owned a vehicle in several years?
You will need to visit the Boone County assessor's office in room 143 of the Roger B. Wilson Boone County Government Center, or by phone at 573-886-4270. Please bring proof of ownership such as the title, registration form, renewal slip, or application for title. Once a personal property tax account has been established, you can obtain a certificate of non-assessment from the collector's office.
What if my vehicle is not listed on my personal property tax receipt?
The vehicles listed on your personal property tax receipt should be those that you owned on January 1 of the tax year. If the purchase date of the vehicle in question was later than January 1 of the tax year, then your tax receipt will be sufficient as is. The license bureau will verify that the vehicle was not taxable for that year based on the purchase date.
If your vehicle was owned on January 1, and it is not listed on the paid personal property tax receipt, contact the Boone County Assessor's office in room 143 of the Roger B. Wilson Boone County Government Center, or by phone at 573-886-4270, so that your personal property account may be updated accordingly.
How much sales tax will I have to pay for my vehicle?
The DOR provides a sales tax calculator to estimate the tax you may have to pay when you purchase a vehicle. Sales tax is based on the the sale price of the vehicle, net any trade-in or rebates that may apply. The sales tax rate that applies depends on where you reside, not where the vehicle is purchased.
Sales tax/use rate charts are also available from the DOR's Web site.
